PROPOSED INCREASE IN CAPACITY OF EXISTING RECYCLING AND TRANSFER FACILITY FROM CURRENTLY PERMITTED 1,500 TONS PER DAY TO 5,000 TONS PER DAY.  NO STRUCTURAL CHANGES ARE PROPOSED.  OPERATIONAL CHANGES WILL ACCOMMODATE THE ADDITIONAL CAPACITY.
