                Document Description
            
            WinCo Foods, Inc., proposes to build a new retail grocery store project on a vacant property at the corner of Hilcrest Avenue and Lone Tree Way in the City of Antioch.  Two development options are being considered for the site.  Option 1 would include a WinCo Foods grocery store, one office building and a sit-down "dinner house" type restaurant.
The site is within a Planned Development District designated by the City of Antioch's General Plan for community commercial and business park land uses.  A General Plan Amendment would be requested to accommodate the project under either the Option 1 or Option 2 configuration.  The developer's plan places the WinCo Foods grocery store in the center of the property, flanked by the office buildings or the office building and restaurant.  896 parking spaces would be provided for both development options.
WinCo Foods stores, located throughout the Northwest, are typically larger than traditional grocery stores and focus on low prices with a diversity of products.  The store includes fresh meat and fish departments, full produce, bulk foods, deli, frozen and cold foods and other food products.  The store also would have an in-house bakery, video rental shop, florist shop, take-out-pizza shop and a customer service center.  WinCo Foods stores typically operate 24 hours a day, seven days a week, as is proposed in Antioch.  The target market is working families operating on a budget.  For example, one cost-saving measure implemented at WinCo Foods is to allow customers to bag their own groceries.
