Document Description
The project is an asphalt concrete overlay project, replacing the I-80/SR-89 interchange the existing "Tight Diamond" stop sign controlled intersection with a new 2-lane "roundabout" configuration. The proposed roundabouts will be constructed within the existing right-of-way and will occur entirely within previously disturbed areas. No enroachment in adjoining delineated wetlands will occur. No new right-of-way will be acquired and no new surface disturbance will occur. Total pervious surface area will be reduced by at least 0.02 hectares (0.05 acres). This is a safety enhancement project (Highway Safety Improvement Program - Traffic Index over 200) to alleviate traffic accident problems associated with the current design. The project will benefit all motor vehicles attempting to transition from one highway to the other, as well as improve traffic safety for vehicles and pedestrians traversing along SR 89. The project design was endorsed by the Truckee Town Council on July 3, 2003.

Reasons for Exemption
The project qualifies for a Class 1 Categorical Exemption since the proposed repair, maintenance and re-construction of the four off- and on-ramps between I-80 and SR 89 are all within the existing right-of-way, and result in less surface area of non-pervious coverage [2.21 hectares (5.46 acres) existing versus 2.19 hectares (5.41 acres) reconstruction]. The project therefore constitutes a "repair, maintenance, or minor alteration of existing public facilities." The project also qualifies for a Class 2 Categorical Exemption since the reconstruction of the existing interchange will be located on the same site as the replaced structure and has substantially the same purpose and capacity.
