The proposed project/action is a dust control strategy intended to control particulate matter of 10 micros or less (PM10) dust emissions from the Keeler Dunes in order to demonstrate attainment of the federal standard within the Owens Valley Planning Area as specified in the 2008 Owens Valley PM10 Planning Area Demonstration of Attainment State Implementation Plant (2008 SIP). The proposed project/action would implement dust control measure (native vegetation and straw bales) on 194 acres to stabilize the Keeler Dunes between the communities of Keeler and Swansea at the northeastern edge of the Owens Lake bed in Inyo County, CA.
