The five subject parcels are presently used in the same manner and capacity they will be used upon proposed acquisition by the CSC. No physical modifications are required to complete this project. The activity is covered by the general rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment. It can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment; the activity is not subject to CEQA. The project involves no expansion of use and will have a negligible effect on resources in the area.
