                Document Description
            
            The project scope is the chipping of brush by CAL FIRE handcrews.  The material is created from community members performing hazardous fuel reduction on their properties, the material is then moved to a centralized location to be chipped.  The Southwest Fire Safe Council is the project sponsor and is funding CAL FIRE's handcrews activities for this project.  The area is known for previous fire activity and is densely populated.  This activity supports the current Community Wildfire Protection Plan (CWPP) in place.  
The brush will be collected and transported by the community members from private parcels to - 17575 Rodeo Rd. Lake Elsinore, CA 92530, APN#932030019 - in the Santa Rosa/Tenaja community in southwest Riverside County.  The chosen location is a flat portion of the mentioned parcel with existing dirt roads on site.  A large section of bare earth, approximately half acre, will be used as the chipping site.  Work will be confined to this area and to the existing roads to minimize ground disturbance.  No heavy equipment with the exception of the chipper shall be utilized by crews during treatment of this material.  All generated chips will be left on site for use by the community.

                            This project fits under portions of Categorical exemption Section 15308, Class 8 - Actions taken by Regulatory Agencies as authorized by state or local ordinance, to assure the maintenance, restoration, enhancement or protection of the environment where the regulatory process involves procedures for protection of the environment.
Field review by CAL FIRE staff confirmed that no exceptions apply which would preclude the use of a Notice of Exemption for this project.  The Department has concluded that no significant environmental impacts would occur to aesthetics, agriculture and forestland/timberland, air quality, biological resources, cultural resources, geology and soils, greenhouse gas emissions, hazards or hazardous materials, hydrology and water quality, land use planning, mineral resources, noise, population and housing, public services, recreation, transportation/traffic, or to utilities and service systems.  Documentation of the environmental review completed by the Department is kept on file at CALFIRE, 25380 Franklin Dr. Idyllwild, CA 92549.
