the City's is seeking to make immediate, emergency repairs to an existing sewer lateral-sewer main connection within the City's public right-of-way which is currently being infiltrated by ground water resulting in potential destabilization of the public street and the unnecessary treatment of ground water at the expense of the City and the public. Such repairs to an existing sewerage system is both Statutorily and Categorically exempt per CEQA Guidelines § 15269(b) and 15301(b).
