            The California Department of Fish and Wildlife (CDFW) has executed Streambed Alteration Agreement (EPIMS-SBA-23661-R5), pursuant to Fish and Game Code section 1602, the project Applicant, Santa Barbara County Association of Governments represented by Fred Luna.
Permittee proposes to construct a Class 1 bike path for exclusive use by bicyclists and pedestrians to connect from Carpinteria to Summerland. The bike path will be 3,320 linear feet with a 3-way vehicle turnaround and will run from Estero Street in Carpinteria to Sand Point Road in Summerland. The vehicle turn around will be constructed at the intersection of Santa Claus Lane/ Sand Point Road and Santa Claus Lane southbound on-ramp to U.S. Highway 101. The bike path will be 2 lanes wide, 4 feet on the northbound side and 4 feet on the south bound side with
varying shoulder widths typically 3 feet on each side. Designed to avoid impacts to coastal wetlands as much as possible it will be at the same elevation as U.S. Highway 101 South and run along between Union Pacific Railroad and southbound U.S. Highway 101. Approximately 1,000 linear feet of retaining wall will be constructed between the bike path and the railroad. The height of the retaining wall will vary between 1 and 8 feet depending on the existing grade at the location. It will consist of a gravity wall for sections less than 3 feet high and a sheet pile wall for higher sections. A 42-inch-tall open rail pedestrian fence will be installed on top of the retaining wall constructed of steel posts and steel rails. The project also includes drainage improvements at 8 locations along the bike path footprint. Equipment that will be used to complete this project includes a loader, dump truck, skip loader, vibratory roller, scraper, motor grader, dozer, forklift, crane, hydraulic pile press, excavator, skid steer, and flatbed truck.
