Document Description
The proposed project includes the adoption of the 2021–2029 General Plan Housing Element covering the 6th Cycle Planning Period from October 2021–October 2029 and its related Negative Declaration. The draft 2021–2029 General Plan Housing Element Update contains an analysis and update of housing and population data. The revisions incorporate current population and housing projections based on the Regional Housing Needs Assessment (RHNA) adopted by the Southern California Association of Governments (SCAG) in March 2021. In accordance with State Housing law, the draft 2021–2029 General Plan Housing Element contains information and data including the following: an assessment of housing needs in the City; an assessment of constraints to the provision and maintenance of affordable housing; an analysis of the City’s accomplishments during the 2014–2021 General Plan Housing Element cycle; an evaluation of potential residential development based on the current General Plan and Zoning Ordinance; and goals, policies, and programs the City will implement to address housing-related issues and to ensure sufficient capacity to meet the RHNA objectives.
