            Marino and Associates representing Blyden L.P. (property owner), is proposing a General Plan Amendment (GPA) and Zone Change (ZC) on approximately 25.83 acres located 7100 South H Street, in south Bakersfield [Assessor’s Parcel Number (APN) 516-010-36]. The request includes: (1) an amendment of the Land Use Element of the Metropolitan Bakersfield General Plan land use designation from Low Density Residential (LR) and Low Medium Density Residential (LMR) to Low Medium Density Residential (LMR) and General Commercial (GC), or a more restrictive designation, and (2) a change in zone classification from One Family Dwelling (R-1) and One Family Dwelling/Planned Unit Development (R-1/PUD) to Regional Commercial/Planned Commercial Development (C-2/PCD) and Limited Multiple Family Dwelling/Planned Unit Development (R-2/PUD), or a more restrictive district.
The proposed GPA/ZC would facilitate the development of a mini storage unit facility and a multi-family residential community.   This community would consist of 33 lots with two units on each for a total of 66 dwelling units. The development would also require a site plan review per Bakersfield Municipal Code (BMC) 17.08.060. For the purpose of this environmental analysis, the project including the proposed development was analyzed as a whole.
