            DSH-Napa manages five water storage facilities (Coombs Ranch Dam, Lake Camille Dam, Lake Louise Dam, Como Dam, and Lake Marie Dam) which are operationally retired, but have now been determined to potentially affect downstream fish populations. The proposed project involves employment of the CCMP, as developed through collaboration between DSH and California Department of Fish and Wildlife (CDFW), which includes a flow release and implementation monitoring program designed to maintain and improve fish habitat below Lake Marie Dam for consistency with Fish and Game Code Section 5937. In-stream flow releases would augment low spring and summer flows, potentially benefiting relevant fish species, including resident Oncorhynchus mykiss (rainbow trout) residing upstream from Coombs Ranch Dam, with some potential secondary benefits to steelhead trout in lower reaches of Camille Creek. The proposed project area includes Lake Marie and the reach of Camille Creek between Lake Marie and Coombs Ranch Dam in the upper portion of the Camille Creek watershed within the Skyline Wilderness Park (a DSH-Napa lessee), approximately 2 miles east of Highway 221 in the City of Napa, California.

                            Class 1(i) allows for the maintenance of fish screens, fish ladders, wildlife habitat areas, artificial wildlife waterway devices, streamflows, springs and waterholes, and stream channels (clearing of debris) to protect fish and wildlife resources. The proposed project does not include any infrastructure improvements, ground disturbing activities, or vegetation removal; streamflows would be adaptively managed, in coordination with CDFW, based on implementation monitoring data which include monitoring of flow in Camille Creek, monitoring of temperature in Camille Creek, and monitoring of Lake Marie elevations, temperature, and storage.
